John Todd is President of Elenchus Research Associates Inc. He has specialized in the theory and practice of regulation and de-regulation for over 25 years and has actively participated in regulatory hearings and reform initiatives in several sectors of the Canadian economy, including natural gas, electricity and telecommunications.
John has served as an expert advisor or witness in 200 proceedings before the energy Boards in Ontario, Manitoba, British Columbia, Quebec, and Newfoundland and other tribunals including the Canadian Radio-television and Telecommunications Commission (CRTC) and the Ontario Securities Commission. His clients have included regulated utilities, regulatory agencies, generators and producers, and a variety of customer groups.
Elenchus produces the Canadian Energy Regulation Information Service (CERISE) a daily electronic reporting service. Elenchus recently introduced a new division, Canadian Facilitation Services to assist regulators, LDCs and others by providing facilitation and stakeholder consultation services.

John McGrath has been at the crossroads of communications and policy for three decades now, first as a reporter, and now as an associate with Elenchus Research Associates. John joined Elenchus after close to eleven years at Queens Park, where he was the Provincial Affairs specialist for CBC Radio. During that time he covered the Conservative governments of Mike Harris, and Ernie Eves, and the Liberal government of Dalton McGuinty.
Even though governments change, energy and electricity have always been at the forefront of their agenda. Whether it was the privatization of Hydro One, the opening of the electricity market, the decision to build new nuclear reactors, or the push for green energy, John was in the middle of it, breaking stories and giving his listeners the context for the government's decisions. It earned him a reputation as one of the few reporters who understood the complicated energy industry. Queens Park was just the latest chapter of his well-regarded career as a political journalist. John also covered the two other most important governments in the country. He reported on the amalgamation debate in Toronto in the late-1990s, and the administration of one of the city's most memorable politicians, Mel Lastman. Before moving back to Toronto, John covered politics on Parliament Hill for CBC Radio and started coverage of the region's nascent high-tech industry.

Tuan has over 10 years in experience across the energy regulation, mobile telephony, and electronic engineering industries. He is experienced in software development, network administration and systems support.
Prior to joining Elenchus, Tuan had successfully started and operated an IT support, development and management company, servicing and supporting small to medium-sized companies in and around the GTA.
Since joining Elenchus, Tuan has been involved in the LDC EDR rate application processes, as well as being responsible for management and development of Elenchus branded services, sites and systems. He successfully developed and implemented Elenchus Insights, a service which provides analysis and delivery of Elenchus's interpretations of industry news and information. He is also responsible for managing all aspects of Elenchus's IT solutions and services.
He has also been involved in post LDC EDR application processes such as responses to intervenors' and regulators' arguments.
Tuan graduated from Brunel University in London, UK with a Bachelor of Engineering and Business Management with Honours degree.

Bob held a number of senior management positions at the Ontario Energy Board (OEB).
Bob has in-depth knowledge of government structures, regulatory principles and processes, and the natural gas and electricity markets gained through his extensive work experience at the Ontario Energy Board, National Energy Board, and Enbridge Consumers Gas. Judy Kwik has been involved in the regulatory and environmental aspects of the energy industry for over 25 years. In positions with Ontario Hydro and the Ontario Energy Board, she has developed excellent research and analytical skills.
Throughout her career, she has applied these skills in coming up with pragmatic solutions to energy issues. At the Ontario Energy Board, Judy provided OEB input into the crafting of Bill 35 on the restructuring and deregulation of the electricity industry, and was responsible for the development of the performance-based regulatory framework and rate unbundling methodology for local electricity distribution companies, as well as the Electricity Retail Market Readiness Plan. These responsibilities required the coordination of task force efforts involving the participation of industry representatives from all gas and electricity sectors, as well as customer advocate and special interest groups. Judy also developed regulatory strategy, policy and guidelines in the regulatory function of the former Ontario Hydro, as well as at the OEB. In addition to conducting analysis and support to client input on government energy policy, she has provided advice and support to applicants and intervenors in energy proceedings as well as on OEB licencing issues.

Stephen has over 15 years experience in economic policy analysis, both in the public and private sectors, and has worked extensively in the regulated and unregulated electricity sector.
During his tenure at Elenchus, representative engagements include: evaluation of electric utility performance under incentive rates; advice on proposed electric utility rate plans; analysis on various utility cost indices; economic evaluation of electricity generation options in Ontario; research, evaluation and analysis of regulatory regimes for electricity markets in various jurisdictions in North America, Europe, and other OECD areas; cost modelling and price simulation of the Ontario interconnected electricity system using simulation models; development of avoided cost estimates for natural gas and electricity distribution systems. He has also had experience as an instructor and lecturer of post-secondary Business and Technology students.

Her expertise in rate making, as well as the regulatory oversight of infrastructure and markets, has been gained through policy development, strategic and analytical assignments. Andrew Frank
Andrew Frank has 8 years experience across the energy, financial services, and high tech industries. He is experienced in software development, data warehousing / data mining, and decision analysis. Andrew has considerable experience in organizational change and managing stakeholder issues gained during the Manulife and John Hancock integration. Andrew held lead roles on several high profile projects integrating applications and databases along with process changes to accommodate Section 5970 and SOX.
Since joining Elenchus, Andrew has been engaged in distribution rate design issues. He has conducted cost allocation modeling and performed stability analysis for rate applications. He has contributed to the OEB’s rate design project, performing analysis on the impact of various proposed rate structures. Prior joining ERA, Marc-Antoine Fleury spent the last few years providing regulatory support to Quebec\'s largest consumer advocacy organizations. As such, Marc-Antoine was responsible for supporting client interventions in regulatory proceedings, including issues analyses & strategic directions, preparation of interrogatories, participation in settlement conferences, preparation of evidence as well as final argument and appearance as witness.

He has also been involved in various research projects with Elenchus on electricity and natural gas regulation. He conducted research and performed analysis supporting evidence filed by clients covering the following areas: rate design, cost of capital, benchmarking, compensations, dividend policy, the use of alternative mechanisms for the recovery of major capital expenditures and the review of regulatory policies related to the provision of new electricity transmission infrastructure. As a consultant, Alfredo has prepared submissions and participated in regulatory proceedings at the Ontario Energy Board (OEB) on behalf of our clients. Specifically, he has intervened in the proceedings concerning Ontario Power Generation's payment amounts of the output for its prescribed facilities.
In past years he developed content for Canadian Energy Regulation Information Service (CERISE).
Before joining Elenchus Alfredo was involved in several proceedings at the OEB on behalf of Energy Probe. He worked for several years in South America. Alfredo was in charge of the Rate Department for an electricity distribution company operated by Electricite de France in Argentina. He also worked as energy consultant in Argentina and Brazil. Pamela Nowina is a senior executive with extensive corporate and public sector experience in Ontario\'s energy industry. Ms. Nowina retired from the Ontario Energy Board in March 2010.
Pamela Nowina was Vice-Chair of the Ontario Energy Board (OEB) from July, 2005 until April 2010. She was a key member of the Board\'s Management Committee which is responsible for overseeing the management and operations of the Board. Ms. Nowina was appointed as a Board member in 2004. In addition to her governance responsibilities, Ms. Nowina has presided on many of the OEB\'s most significant cases. She also had a key role in developing many of the Board\'s policies.
Prior to joining the OEB, Ms. Nowina was a partner with IBM Business Consulting Services. IBM acquired PricewaterhouseCoopers Consulting where Ms. Nowina was partner in PwC\'s Energy Practice. As a leader in the Canadian Energy practice, Ms. Nowina had a strong background in natural gas and electricity markets. She was responsible for the Energy Strategy practice for Canada. At PwC Consulting and IBM Consulting, Ms. Nowina worked with some of the country\'s largest utility companies and related government agencies.
Before joining PricewaterhouseCoopers, Ms. Nowina held executive and management roles in Compugen, a high-tech company and management roles in Union Gas Limited.

Fred Hassan has extensive energy industry experience. He is a senior associate with Elenchus, Chair of Chatham Kent Utility Services Limited, and President of e3xA. He has previously held senior management positions at Union Gas and Ontario Power Generation. He has both the strategic as well as the detailed level understanding of the structure and operation of power and gas markets.
In his capacity at Elenchus he has assisted a number of generators and distributors with their gas strategies. He has participated in IESO and OPA working groups as well as assisted the Ontario Energy Board with the Natural Gas Electricity Interface Review. Fred represented the Ontario gas industry on the Ontario Government’s Market Design Committee, was a member of the IESO’s Stakeholder advisor committee and also helped create the Ontario task force on distributed generation. He has assisted ERA clients recently with the IPSP, FIT development and IESO submissions related to DAM and EDAC. He is a board member of Chatham Kent Energy and member of the University of Western Ontario’s Engineering Advisory Council.

John Wolnik, the principal of John Wolnik & Associates Inc, has over 30 years experience in many sectors of the natural gas industry working for several of the Duke Energy affiliates. As Director of Business Development for Westcoast Energy responsible for underground gas storage and gas pipeline project evaluation and development he acted as project manager on the evaluation and implementation of a number of greenfield pipeline and underground gas storage projects. He has business development experience in Canada and the US as well as international experience. Responsible for acquiring all of the Union Gas system gas supply, John developed a strong foundation in gas supply and transportation matters within Canada and the US. John also served as Operations Manager for Union Gas in the rapidly growing Regional Municipality of Halton where he established a new operating division to deliver improved customer service and lower operating costs.

Mr. Kirby has 33 years of experience at progressively senior levels of management in investment planning in the electrical power generation sector. He has conducting and managing numerous analyses of investments in both transmission and, mainly, generation. He is thoroughly familiar all aspects of investment planning in the power generation sector. His focus was enhancing value while managing risk. His work included:
- Identifying together with subject matter experts mitigating measures for nuclear power
plant deterioration and to apply this in developing budgets and areas which may need
additional funding to ensure performance and life
- Directing a multidisciplinary report analyzing a multi-pollutant strategy for controlling emissions from coal fired plants.
- Developing and conducting economic and risk assessments on system expansion plans
- Examining the feasibility of cogeneration projects, including the use of steam from a pulp and paper mills to generate electrical power, the use of a moderator waste heat at the Bruce nuclear power station.
- Conducting an analysis of the requirements of generation planning reserve requirement for use in public hearings.
- Analyzing the effects of non-dispatchable generation such as wind power on capacity
needs and conducting studies estimating the reserve value that should be assigned to
interconnection assistance based upon power on an if available basis.
- Estimating power purchases and sales and the value of upgrading transmission to
accommodate them.
- Analyzing proposals for the long-term sale of electrical power to other utilities and
proposals for the long term purchase of electrical power from other utilities.
- Supervising the implementation of an electrical system pricing model.
- Working in the evaluations and monitoring section of the energy management branch, which was charged with examining the after the fact success of energy conservation projects.
- Conducting numerous risk assessments
- Serving as chairman of the generation planning and operating subsection of the Canadian
Electrical association.
Mr. Kirby has made use of this extensive background in providing advice to the Elenchus
Research in their intervention in the hearings on the Integrated Power System plan on behalf of clients.

Terrance (Terry) Rochefort, an international regulatory development expert, has over twenty years experience in Canadian and international telecommunications policy and regulation, and seven years in energy regulation. Terry's international experience as a policy and regulatory consultant includes assignments in Central and Eastern Europe, the former Soviet Union, South America and Africa. In this capacity, he advises Ministers and other senior decision-makers on strategic planning, policy and regulatory matters, and on regulatory models for developing and transitional countries.
In his position with the former federal Department of Communications, Terry represented Canada in international working groups and was responsible for Canadian telecommunications policy. At the Canadian Radio-television and Telecommunications Commission, Terry advised the Commission on regulatory filings, and was responsible for regulatory policy. He was a member of the National Energy Board's executive team that set the strategic direction of the Board, and was responsible for market and energy resource development studies. He is the current Executive Director of the Canadian Association of Members of Public Utility Tribunals (CAMPUT), the association of regulatory energy boards and tribunals across Canada. Terry is also President of Rochefort Consulting Inc., a firm with an international customer base specializing in regulatory models.

Peter Love recently joined Elenchus as an Associate and formed Love Energy Consultants Inc. to provide strategic advice as a consultant, facilitator or director to energy companies, public institutions, leading private companies and clean tech companies.
He most recent served as Ontario's first Chief Energy Conservation Officer with the Ontario Power Authority where his focus was on providing leadership in electricity conservation and advancing a conservation culture in Ontario. During his term, Ontario met its first conservation target of a five percent peak demand reduction by the end of 2007.
Previously, Peter was the Executive Director of the Canadian Energy Efficiency Alliance, co-founder of the Summerhill Group and was responsible for managing the R-2000 and Energy Star New Homes programs. An active volunteer, Love serves on the National Advisory Committee on Energy Efficiency and the Greening Greater Toronto Task Force; previously, he was an early Chair of the Non-Smokers Rights Association and co-founder of the Movement Against Acid Rain.
No stranger to the concept of a 'cultural shift' in the Province, early in his career Peter worked as a project coordinator for Pollution Probe with the team that developed the concept 'Reduce, Reuse, Recycle'.
In recognition of Peter's commitment to sustainable buildings and energy efficiency, he was inducted into EnerQuality's Hall of Fame and earned a Lifetime Achievement Award from Sustainable Buildings Canada.
Peter has an MBA and BA from the University of Toronto along with certification in the Directors Education Program from the Institute of Corporate Directors.

Keith Bryan has 25 years of experience in the gas and electricity industries and is an expert in energy regulation and rate design. As manager in regulatory affairs functions at the Ontario Independent Electricity Market Operator and at Union Gas, Keith provided strategic support to senior management. He has appeared as a witness before regulatory tribunals on numerous occasions. Keith played a major role in the redesign of gas utility rate schedules to meet the challenges resulting from the restructuring of the industry due to deregulation and has frequently served as a company representative on industry groups. He has directed staff in the researching of regulatory developments and in the publication of periodic in-house newsletters. Keith has also managed the development of regulatory databases and has been involved in the development of the Ontario Energy Board’s electronic regulatory filing project, which will allow regulatory proceedings to be conducted in an electronic environment.
He is the current editor for CERISE, a web-based information service about energy regulation in Canada.
Keith holds an Honours B.A. in Economics and an MBA.
